How Do the 8 Projects Compare?
In short: five are freehold, seven are a short walk from an MRT or LRT station, and completion runs from 2028 to 2031. Foreigners can generally buy in all eight, subject to Kuala Lumpur's RM1 million minimum, state approval and each developer's Bumiputera quota. These are premium projects in Kuala Lumpur's prime areas, the part of the market foreign buyers usually look at, given the city's RM1 million minimum for foreigners. Check a specific unit's price against that threshold before you commit. They're grouped by area, starting from KLCC. Sizes are built-up areas as published by each developer. KLCC
Armani Hallson KLCC
Freehold, completing in 2029, with units of 406–1,182 sq ft. Ampang Park station, on the same road, is an interchange between the LRT Kelana Jaya Line and the MRT Putrajaya Line, and an approved elevated link bridge will connect to Suria KLCC, about 300 m away. Units are titled as commercial SOVO and SOHO space (small-office units that can also be lived in); ask your lawyer what a commercial title means for how you use the unit.
KL360
Freehold, targeting Q2 2030, with units from 450 sq ft. The 61-storey tower, about 223 m tall, sits directly above Raja Uda MRT station on the Putrajaya Line, two stops from Persiaran KLCC station by the Petronas Twin Towers.
Bukit Bintang and TRX
Pavilion Square
Leasehold (99 years, to 2122), targeting Q3 2029, with units of 504–1,272 sq ft. A link bridge connects directly into Pavilion Kuala Lumpur, and Bukit Bintang MRT station is about 500 m away.
Golden Crown Residence
Leasehold (to 2111), completing in August 2028, with units of 624–1,023 sq ft. An underground tunnel connects the 60-storey tower to the TRX MRT interchange and The Exchange TRX mall, about 50 m away.
Cochrane
Binastra Cochrane
Freehold, completing in June 2031, with units of 649–1,026 sq ft. Cochrane MRT station is about 70 m away, and a covered link bridge (above ground) leads to MyTOWN Shopping Centre, with IKEA Cheras next door. Units are sold single-key; Types B, C and C1 can be converted to dual-key as an option, at the owner's expense.
Damansara Heights
Imperial Residences
Freehold, completing in March 2030, with large homes of 3,380–7,459 sq ft across 154 homes in total, including one dual-key layout (Type H1a). Pavilion Damansara Heights MRT station is built into the development.
Royal Suites
Freehold, completing in May 2030, with units of 452–1,679 sq ft in a 51-storey tower of 490 units and 10 layouts, in the same Pavilion Damansara Heights development and MRT station.
Mont Kiara
WOLO Mont Kiara
Leasehold (99 years, to 2116), completing in Q4 2029, with private residences of 606–1,818 sq ft. It's a Design Hotels™ branded hotel and residence. The nearest rail link will be the proposed MRT3 Dutamas station, which is still in planning; for now, Duke Highway is under 1 km away.
8 Questions to Ask Before You Sign
A showroom tends to talk about views and facilities. These are the questions that actually shape your purchase as a foreign buyer:
- Can I buy this unit, and what's the minimum price? In Kuala Lumpur, foreigners must pay at least RM1 million and get the state's approval; your lawyer applies for it. Bumiputera-reserved and low-cost units aren't available to foreigners.
- Freehold or leasehold, and until when? Leasehold terms vary, so ask which year the lease ends.
- How much can I borrow? Usually up to 80% of the price, depending on the bank and your income documents. Get a pre-approval first.
- How much stamp duty will I pay, and who pays the legal fees? A flat 8% on the transfer for foreign buyers, whatever the price; on a new launch it's due at handover. Most developers cover the buyer's legal fees on new launches, so ask what's included.
- What tax applies when I sell? Real Property Gains Tax: for foreigners who aren't permanent residents, 30% of the gain within five years, 10% from the sixth year.
- Is my money protected? New launches under the Housing Development Act are paid in stages into a protected HDA account. Serviced apartments on commercial land may not be covered, so ask.
- When do I get the keys, and when do I get the title? They're not the same thing. You own the unit formally once the strata title is issued and transferred to you, which can come after handover.
- Can I rent it out, including short stays? Long-term renting is generally fine. Short stays such as Airbnb depend on the building's management rules and the local council; some buildings ban them.
